eID means which is not (yet) pre-approved

In case the eID means to be used by the IPSP is not included in the Pre-approved eID means list (https://buypassdev.atlassian.net/l/cp/sSrmU4kv), the eID means must be added to this list before anyone can start using it for authentication in the Buypass Cloud Signature Services.

You can apply for approval for the eID means in question by contacting Buypass Customer Support. To to be able to influence the speed of the process, please provide evidence regarding how the LoA requirements are met.

Requirements

The eID means must conform to eIDAS LoA substantial or high (CIR (EU) 2015/1502) or conform to LoA defined by another assurance level framework and offering comparable assurance to the relevant eIDAS LoA level. The eID means should be issued under a notified scheme.

In case an eID means is to be used for issuing a Qualified Certificate (at QCP policy level), the IPSP must provide evidence that the eID means satisfies the QC requirements as defined by art. 24 1 (b) of the eIDAS regulation (the eID means must be issued based on a physical presence of the end user).

A specific type of eID means may always satisfy this requirement, such will be included in the list of approved eID means and may be used by reference.
